Harris County Municipal Utility District No. 383 residents are likely familiar with the North Harris County Regional Water Authority (NHCRWA) fee on their monthly water bills. Effective April 1, 2021, the NHCRWA has increased its surface water pumpage fee to $5.05 per 1,000 gallons. This NHCRWA rate change will be reflected in District residents’ next utility bill.
Why is there a NHCRWA Fee on monthly water bills?
The NHCRWA is a governmental entity created by the Texas Legislature to aid in converting groundwater to surface water within its region. Their primary assignment is to develop and implement a strategy for complying with the Harris-Galveston Subsidence District’s Regulatory Plan that requires a reduction in groundwater usage. To achieve these goals, the NHCRWA assesses fees based on the amount of water that is pumped through the District’s infrastructure and delivered to consumers within its boundaries. Consequently, the District is charged a fee (GRP Fee) for every 1,000 gallons of water withdrawn by the District, which includes occasional fee increases. This NHCRWA mandated fee is found on residential water bills. For more information on the NHCRWA and these fees, please click here.
Please note: This is a fee that is levied by the NHCRWA. HCMUD 383 has no control over this rate and passes it through without markup to residents.
What can residents do to lower water bills?
Conservation is the best way to lower water bills. One resource for conservation is the EyeonWater app that connects to residents’ smart meters. Features of the app include monitoring up to date water usage, as well as the ability to receive leak alerts, which can help prevent high usage bills. This app can be downloaded via the Google Play or iOS App stores. Haven’t signed up yet? Use the link above to register for this free service and begin conserving water!
